[BUGS] odd motd behaviour

I presume you've double-checked that the shell in /etc/passwd is set
to /bin/tcsh and there is no reference to "less" or "more" is any of
/etc/csh.cshrc /etc/csh.login ~/.tcshrc ~/.cshrc ~/.history ~/.login
~/.cshdirs and any files they source.

Given the odd behaviour you are seeing, it might be worthwhile you
doing something like
$ cd /usr/src/etc && make DESTDIR=/tmp install
$ diff -ur /tmp /
and looking through the output.
