Depends on your provider.

Normally it is when it goes from your providers last device to your
first device.

For a short time we had traffic coming through one of our providers
(to which we advertised a /21) through a third party gateway (to
which we advertised the /24s) to our network, and they tried to
bill us for it. We told them to get real since the traffic didn't
go over the link we got the agreement on, and thus we shouldn't get
charged on it. They had to rewrite their whole billing system for
this new situation :-)
