[BUGS] when does incoming traffic become chargable tarrif ?

greetings all,

umm .. this is a question that i ahve tried to ask before but
goot almost completely muddled by trying to explain what i was
.. etc, etc...

i think that i now understand what is going on enough to be
able to ask the questin that will provide me teh answer that i
need .. here goes.

at what point does incoming traffic become chargable/tarrifable
incoming traffic.

i set up a firewall to keep out the unwanted traffic, my isp
collects the the tariff on incoming (to me) traffic. how do
they work out how to charge me ?? given that some traffic gets
refused by the firewall .. to reiterate at what point does the
traffic become chargable ??

i am wanting to change my network back to its /24 as i used to
have it before i got slugged by the code-red thingie a few
years ago i then installed a firewall .. i (think i) understand
how they work but not teh nitty-gritty, i've tried to cope with
the iso description of teh network protocol layer, making
progress slowly.

is there a simple answer to this question ?? please ?
