[BUGS] fxp0 4min DOWN/UP cycle

Oh yeah..

Looking more closely it seems the times vary from 2-5 minutes between  
pairs.. I just looked at a couple and they looked to be about 4  
minutes apart so I declared they must all be the same >.<

But still, it always happens twice in a row and only a few minutes  
apart..

There is a recent security issue with inet code..

Any way I will try a new cable and new port and see if it goes away..
