[BUGS] IRC

Firstly, I know nothing about the administrative background of running
an IRC server. I mostly just lurk and occasionally post inane shit about
beer and sometimes interesting imgur stuff.

But now we have four IRC #bugs channels. I think this is too many.

Relying on 'bugsbridge' seems a temporary solution. (thanks callum!)

I propose ONE primary server to connect to, and deprecate the others.
(deprecating seems to be a thing at the moment)

Should irc.oz.org (the original) go back to being the master?

The others are:

  irc.austnet.org
  irc.freenode.net
irc.oftc.net

I'm not fussed which one is chosen, but there should be only one.
