[BUGS] New website for bugs.au.freebsd.org

The BUGS website (https://bugs.au.freebsd.org) has moved and is now
hosted in my VPS on Octopus (103.243.244.15).

Note that whilst the delegation change has been done, there is a long
(1 day) TTL so it may take some time for it to propagate.  Both sites
have a note near the BUGS logo on the front page to distinguish them.
The new site also has a valid SSL certificate (whereas the old site
will report a certificate for *.salsolo.com).

If you find any problems with the new site, please contact me (if it's
wiki-related, lawrance, callum, juha and chuzz are also admins).

Many thanks to Sam Lawrance for his hosting over the past 5 or so years.
