For two reasons: For people without a clue on how to create
certificates and for people with the hope that the certificates of
cacert.org ever will be included in applications so that all these
certifictes will be recognized at once.

That last one won't happen unless cacert.org has an (hi Callum!)
lot of money to pay to get accredited by the various providers and
once the other certificate providers have stopped lobbying against
the inclusion of cacert.org.

Of course the quality of the certificates at cacert.org is the same
as the ones I bought from verisign and geotrust.
