Outlook complains every single time you try to send mail..

I know this isn't really a list question but..

Do you happen to have any idea how to add a certificate authority to  
be trusted on windows? My thoughts are that if I can make the CA I  
created trusted then I can make as many certificates as I want and  
they all should work?

Also I was looking at www.cacert.org which offers free signing, but it  
would still had to be added as a trusted CA to be of any use.. Is  
there any reason to use some place like this over my own CA?
