If the bsd box will be administored from a widows desktop you will have 
to install an xserver and window manager on windows. You will be limited by 
what is available, cyqwin or a commercial product like hummingbird.
On BSD windowmaker is nice and easy to configure through a gui tool.
I'm using ice at the moment which I hand configure ~/.icewm/menu

As for gui admin tools, take a look in /usr/ports/sysutils
