I recommend Bur.st <http://bur.st>, based in Perth.  I read about them on
this list a few years ago.  I signed up (they are donation-based) and have
been with them since.  I still host domains with them, though I have moved
my main email hosting elsewhere.

A one-off donation will get you a fairly well featured shell account
(plus otther benefits), though they do lock down some familiar commands
(presumably to attempt to prevent information leakage).
