VMWare can do this.. It's not free, and I'v never tried it in  
windows.. Or you could install FreeBSD and run windows in VMWare.. In  
any case FreeBSD is really small so long as you only install the core  
system..

What sort of scripts do you want to test?

I'm not sure if there are any good free vms for windows..
