I guess it depends on the use to which you wish to put them :)

I have an HP 4C SCSI scanner purchased in December 1996 which still does 
the job very nicely for scanning both B&W photo prints from the 1940s 
and recent colour prints as well some OCR work.

If it's for 35mm negative film, my wife has a Nikon Coolscan IV ED 
purchased in 2001 which does an excellent job. One of the highlights was 
rescuing - thanks to its inbuilt Digital ICE - a negative frame which 
the @#$%^&* Kodak photo lab at Townhall Station had STAPLED not once, 
but twice, for some perverse reason.
