Maybe I missed something in your original mail, but I'm not sure what you
want procmail for.

Procmail requires mail to be delivered to a unix mailbox, so I don't know
how it will fit into the context of your many different users all with
different mail technologies and accounts. Unless you really want to force
them all to use the same thing, and/or are prepared to configure and maintain
their fetchmail (or similar) settings for them, then I don't know how you
will achieve that. Your original mail gave me the impression this was a
disparate set of mail users which you were trying to provide mail backup
services to, rather than move onto a standard corporate mail system, but
that could be my misunderstanding.
