[BUGS] CVSUP3.AU is now a Tier 1 CVSup Mirror

Late last week the application for cvsup-master access was approved, so
since then we have been synchronizing hourly with cvsup-master. That
makes us a Tier 1 CVSup mirror. Tier 1 CVSup mirrors are obliged to
carry *all CVSup content*:
