That's the nature of open-source, really.  You have to wait until the  
intersection of the set of people who care and the set of people who  
can do something about it isn't empty.  Of course, agitating on  
mailing lists might help that situation to occur ;-)

The other consequence of open-source is that ntpdate is never really  
going to go away.  Even if the core drops it, it'll move to ports.
